Public Lands Management

What is the best way forward for public land management in the midst of legal ambiguity? During the Trump Administration, Grand Staircase and Bears Ears National Monuments were downsized through the Executive's use of the Antiquities Act. However, it remains legally unconclusive on whether or not this is allowed under the act. Ultimatly President Biden restored the monuments to their orginal designated size but questions revolving around how public lands should be managed based on the legal designations, how they became designated, remain unanswered. I want to investigate the history of differenty types of land designations and how they impact their management as well as what the future holds.
