Air Pollution Sources

I am interested in researching how air pollution regulations are implemented on a federal level and how these regulations vary from state to state. I want to understand what common sources of air pollution are and how polluters are regulated and if they are punished. In what circumstances does a company face the consequences of the air pollution they create?
